Osemeka Jim-Oscar bags Doctor of Philosophy from ILMMD
Foreign Service National Investigator (FSNI) for the United States Department of Justice (DOJ), Federal Bureau of Investigations (FBI), Office of the Legal Attaché, United States Embassy in Nigeria, Osemeka Jim-Oscar Segun Ikemefuna has been conferred with Doctor of Philosophy in Leadership and Public Administration (Honoris Causa) by the prestigious International Leadership Manpower and Management Development (ILMMD), United Kingdom and Northern Ireland.
Osemeka was conferred with the honorary doctorate degree on Saturday 9th December 2023 and the ILMMD Distinguished Fellow Award (Platinum Category)
He was one of those conferred with the honours at the event which was ILLMD’s 25th induction and investiture ceremony held at the Nigeria National Merit Award House, Maitama, Abuja in recognition of their exceptional individual contributions to Nigeria and the International society.
Osemeka is a former staff of the Department of State Services (DSS) with stellar performances across the complex realms of Security and Intelligence. He is a Counter-Intelligence Analyst, a Counterterrorism and Kidnapping Investigator and FBI’s Office of the Legal Attache Special Investigator for Inter-Governmental Affairs and Law Enforcement Partnership across Nigeria’s Security and Counter-Intelligence Agencies, Financial Crimes and Intelligence Agencies, the Federal Ministry of Justice, and the Office of the National Security Adviser (ONSA).
He has received many awards and recognition during his career. A one time DGSS recognized his superlative performance in a specialized task of national dimension with the prestigious DGSS letter of commendation.
Also, at the U.S Embassy Abuja, Osemeka has received many awards like the U.S Mission Nigeria Honor Award, United States Department of State LE Staff of the Quarter Award (twice), and the United States Department of State LE Staff of the Year Award, FBI Certificate of Appreciation, and many more for exemplary performance and extraordinary commitments to the FBI mission, law enforcement community, US Embassy mission and to the public.

Osemeka’s sound judgement and ability had contributed to the saving of the lives of American and Nigerian citizens, fostered international partnership between the FBI and the Economic and Financial Crimes Commission (EFCC), Nigeria Financial Intelligence Unit ( NFIU), Independent Corrupt Practices and other related Offences Commission (ICPC), the Department of State Services ( DSS), Nigeria Police Force (NPF),NPF- Force Intelligence Bureau (NPF-FIB), NPF-INTERPOL, NPF-National Cyber Crime Centre(NPF-NCC), the Department of State Services (DSS) and the Office of the National Security Adviser(ONSA).
His exemplary leadership, team spirit, innovation and initiative demonstrated while working with law enforcement and justice sectors further strengthened extraditions and funds repatriations activities between the U.S Department of Justice (U.S.DOJ) and the Nigerian Ministry of Justice for heightened international criminal justice cooperation. Jim-Oscar’s resourcefulness has established and maintained professional contacts within the Nigerian and International Law Enforcement Community, thereby enhancing Legat’s mission in Nigeria.
Osemeka is a Pastor, teacher, success coach, Entrepreneur, and the founder of The Admiration Church in Abuja.
He is also a graduate of Public Administration (BPA), from Ambrose Ali University Ekpoma, Edo State he holds a Master’s in Business Administration (MBA), and a Fellow Cooperate Administration Institute (FCAI).
He was born in Shogunle, Lagos State Nigeria, on April 22, 1980, to a humble family of Abayomi Oscar Osemeka.
Jim-Oscar Segun attended Makun Local Government Primary School, Shagamu Ogun State and Remo Secondary School, Shagamu Ogun State, where he obtained secondary school leaving school certificate in 1994/95.
A detribalized Nigerian, Jim-Oscar Segun hails from Onitsha North Local Government Area of Anambra State and speaks Nigeria’s three major languages of Yoruba, Hausa and Ibo, fluently.
He is an author of several motivational like ‘Principles and Power of Wisdom’, ‘Think like an Ant’, ‘Marriage is for better for best’, ‘7 Pillars of Wisdom’, ‘Da Holy Spirit Code’ and the most recent book on Leadership ‘Strategic Leadership – The Bichi Style’.
